Have tried the same things uninstalling and reinstalling Office 2003, deleting the local Outlook profile and re-adding and also tried what you suggested running it in Safe mode but no luck. You mean enabling the EXTRA on a mailbox server? We have even gone as far as uninstalling Outlook and reinstalling and that didn't work.
