I think maybe what you've been reading is that, for what I believe is the first time, Intel introduced an i5 quad core non-hyperthreaded mobile CPU with Skylake. From what i understand it has 2 cores running at 3.06GHz each but each core runs 2 threads so it is effectively a quad core all running at 3.06 GHz (only i7 are HT quad.Except for obscure low power chips as pointed out above. Also, would it be worth it to get a quad core over a dual core if I am just going to use it for this one game.
Two of the CPUs most often in contention are the Intel Core i5 and Intel Core i7. You do not need anything else unless you overclock past of 4,30 GHz. (I am speaking of the 760K only). When all CPU designs were basically the same, speed was meaning full. The only quad cores were full power i7s.

Leaning towards Windows 7 for now.
