The issue turned out to be with the type of authentication: Verify that Send/Receive works. When you disable the send operation, Outlook will still let users create an email. Users could think they're sending email when they're not.

One was from a remote server from a former employer (which was my default account), one was from a GoDaddy account I own and one was from gmail. It won't work when I try going through tools and neither will the "define send/receive groups" button in the send/receive settings. I looked in task manager and saw I had two OUTLOOK.EXE's running so I terminated both, and restarted the Outlook 2003 application and voila it worked.
